In a recent study that was carried out by the National Confederation of Industry (CNI), Jens stated that approximately 2,796 works had been paralyzed, out of which 517 were from the infrastructure industry. He further said that of the 517 interrupted enterprises, 447 were from the basic sanitation, which he felt was a high number.

The remaining of the 517 were 16 airports, 30 highways, 6 ports, 8 urban mobility works, 5 waterways, and 5 railways. These interruptions have a negative effect on the economy of Brazil since, apart from contributing very little to the Gross Domestic Product, they also waste resources since they don’t generate any benefits to the society.

Financial and budgetary challenges, expropriation, technical difficulties and issues of land ownership are among the major factors that affect the successful completion of projects. More so, Jens added that the process of contraction of investments and fiscal deterioration affected municipal and state projects, resulting in cutting investments. The end result of this is the stoppage of various infrastructure works.

The CNI suggested that Brazil had to advance macroplanning, fully equip teams, strengthen its internal control, design balanced contracts, execute effective micro-planning, and assess the most suitable execution modality if it to put an end to works paralysis and delays.
